Cost Engineering Specialist with more than 16 years of experience in cost estimation and control, as well as in the budgeting for construction projects.
He has worked as Cost leader, participating in sector projects oil & gas nationally and internationally, providing advice and collaboration to both clients and contractors, in the public and private sectors, applying the good practices of PMI and AACE International.
His specialty includes cost estimation by unit prices and under the open book modality (open book), contingency estimation and cost control. He has led and participated in analysis and evaluation of offers for the awarding of construction contracts, as well as in negotiation processes and technical reviews of claims.
He has training in Industrial Engineering, Master's Degree in Business Administration and Management, specialization in Project Management and Applied Statistics. In addition, it has the PMP Certification awarded by PMI since 2013.
His career includes roles as a specialized advisor in Cost Estimation developing the CAPEX and OPEX necessary for the financial analysis of projects, bid evaluations for the awarding of contracts, claims cost analysis, minimizing the economic impact on projects. It has also developed cost estimation and control manuals, as well as procedures for contingency analysis.
It stands out for its organization, leadership, teamwork and his analytical capacity to advise decision-makers, strengthening project management and success.

Experience
- He has served as Contract Cost Coordinator for him Talara Refinery Modernization Project (PMRT) – Peru, leading the team responsible for contractual cost control, cost management and estimation, contractual claims analysis, and cost structuring for capitalization.
- It has been developed as Cost Estimating Engineer in projects construction of the Eastern Plains Oil Pipeline Company SA (ODL), assuming responsibility for structuring and implementing the cost estimation methodology.
- He has held the position of Budget Engineer at the ETSA-CONCOL Consortium, responsible for cost estimation and preparation of budgets for approval by the Board of Directors of Ecopetrol SA, in projects such as San Fernando–Monterrey Pipeline and the Poli Oriente Diluent Transportation ExpansionThis work included risk identification and quantification, reporting directly to Project Management.
